Base rock for road and pavement applications is specified by gradation designation, and the performance of the pavement above it depends on those gradation characteristics being present in the delivered material. Dense-graded aggregate base relies on a specific particle size distribution to achieve the interlocking compaction that gives it its load-bearing capacity. A delivery of material that is too coarse, too fine, or contaminated with fines beyond the specification limit will fail the gradation testing that most highway projects require before the base course can be accepted.

Base rock placed at the wrong moisture content does not compact to the density the specification requires. Too dry, and the material cannot achieve the particle-to-particle contact that produces a stable base. Too wet, and the material pumps and deflects under the roller rather than compacting. The moisture content of base rock when it leaves the quarry or processing facility affects how it compacts at the job site, and that relationship between delivery moisture and compaction performance is something pavement contractors track closely.

Road paving projects consume base rock at rates driven by the paving crew's daily production target. A paving operation spreading and compacting base course at 500 to 1,000 tons per day requires a truck cycling schedule that delivers material consistently throughout the shift. Any gap in delivery that forces the roller to stop and wait disrupts the compaction momentum and creates a thermal issue at the transition when material delivery resumes.

Base rock deliveries to active road construction projects have to navigate a working site where the pavement structure is being built in stages. Trucks delivering base rock to the front of the paving operation cannot travel over freshly compacted or paved sections without damaging the surface. Haul roads, detour paths, and designated truck routes within the project limits have to be identified before the first truck arrives, and those routes change as the project advances.

Highway construction projects often operate on state and county roads that have their own weight limit postings independent of the federal interstate standards. A base rock haul operating on a rural county road with a posted 80,000-pound limit faces the same compliance standard as the interstate, but county roads with seasonal restrictions or reduced bridge ratings may impose lower limits that require permit coverage or load reduction for the full haul cycle.

Base rock stockpiles at road construction projects have to be located close enough to the spreading operation to minimize haul distance within the project but far enough from the active paving area to avoid interfering with the compaction equipment. Managing where trucks discharge and how the stockpile grows throughout the day requires coordination between the paving superintendent, the truck dispatcher, and the individual drivers to prevent the congestion that slows paving production.
